rcutorture: Verify NUM_ACTIVE_RCU_POLL_OLDSTATE
This commit adds code to the RTWS_POLL_GET case of rcu_torture_writer()
to verify that the value of NUM_ACTIVE_RCU_POLL_OLDSTATE is sufficiently
large
