Make sure we are not the root device before attempting to read the pcie bridge registers to check the pcie gen speeed. Fixes a crash when the device is passed through to a VM. Enable UVD dpm (dynamic power management) and powergating. UVD dpm dynamically scales the UVD clocks on demand. Powergating turns off the power to the block when it's not in use.
