Remove the check of !rc in (!rc && !params.b_granted) since it is always
true.
We should also use constant 0 for return.

QLogic QED drivers source code is dual licensed under
GPL-2.0/BSD-3-Clause.
Remove all the boilerplates in the existing code and replace it with the
correct SPDX tag.

commit cedeac9df4b8 ("qed: Add support for Timestamping the unicast
PTP packets.") handles the timestamping of L4 ptp packets only.
This patch adds driver changes to detect/timestamp both L2/L4 unicast
PTP packets.

PTP Tx implementation continuously polls for the availability of timestamp.
Reducing the severity of a debug message in this path to avoid filling up
the syslog buffer with this message, especially in the error scenarios.

Read port count from the shared memory instead of driver deriving this
value. This change simplifies the driver implementation and also avoids
any dependencies for finding the port-count.

PTP hardware filter configuration performed by the driver for a given
user requested config is not correct for some of the PTP modes.
Following changes are needed for PTP config-filter implementation.
1. NIG_REG_TX_PTP_EN register - Bits 0/1/2 respectively enables
TimeSync/"V1 frame format support"/"V2 frame format support" on
the TX side. Set the associated bits based on the user request.
2. ptp4l application fails to operate in Peer Delay mode. Following
changes are needed to fix this,
a. Driver should enable (set to 0) DA #1-related bits for IPv4,
IPv6 and MAC destination addresses in these registers:
NIG_REG_TX_LLH_PTP_RULE_MASK
NIG_REG_LLH_PTP_RULE_MASK
b. NIG_REG_LLH_PTP_PARAM_MASK/NIG_REG_TX_LLH_PTP_PARAM_MASK should
be set to 0x0 in all modes.

The patch adds support for per-port resource lock in favour of PTP.
PTP module acquires/releases the MFW resource lock while enabling/
disabling the PTP on the interface. The PF instance which has the
ownership of this resource lock will get the exclusive access to the
PTP clock functionality on the port.

This adds the necessary infrastructure changes for initializing
and working with the new series of QL41xxx adapaters.
It also adds 2 new PCI device-IDs to qede:
- 0x8070 for QL41xxx PFs
- 0x8090 for VFs spawning from QL41xxx PFs
