Currently calling iwl_txq_dyn_free only deletes the queue memory/DMA
but any active timers are not dealt with.

To avoid duplicating code we need to call iwl_pcie_txq_update_byte_cnt_tbl
function from non bus independent code so make it bus independent.

After moving out all Tx fields not related to pcie-bus
it's time to move the code to a common place.
We also rename all pcie functions name to txq.
