netlink: Bounds-check struct nlmsgerr creation
In preparation for FORTIFY_SOURCE doing bounds-check on memcpy(), switch from __nlmsg_put to nlmsg_put(), and explain the bounds check for dealing with the memcpy() across a composite flexible array struct.
